Navigating Paediatric First Aid Requirements in UK Childcare
Childcare settings in the UK operate under stringent regulations to ensure the safety and well-being of children. A critical component of these regulations is paediatric first aid (PFA) provision. The Early Years Foundation Stage (EYFS) framework, enforced by Ofsted, sets out the statutory requirements for early years providers in England. Similar, robust frameworks exist in other parts of the UK and across Ireland.
Under the EYFS framework, at least one person with a current PFA certificate must be on the premises and available at all times when children are present, and must accompany children on outings. It is strongly recommended that multiple staff members hold this qualification to ensure continuous cover, particularly considering staff absences for sickness or holidays.
For staff who obtained Level 2 or Level 3 childcare qualifications since 30 June 2016, a PFA certificate (either full PFA or emergency PFA) must be gained within three months of starting work to be counted in staff-to-child ratios. Childminders, and any assistant who might be in sole charge of children, must also hold a current full PFA certificate.
Key Training Standards and Course Content
The full PFA course must be a minimum of 12 hours in duration and cover a comprehensive range of topics. This can often be delivered as a blended learning approach, combining online learning with at least six hours of face-to-face practical training. However, 100% online courses are not accepted for EYFS compliance as they lack the necessary practical assessment.
The curriculum for a full PFA course, as specified by the EYFS, includes but is not limited to: assessing an emergency situation; dealing with an unresponsive infant or child; CPR and defibrillation for infants and children; choking; seizures; asthma and allergic reactions (including anaphylaxis); meningitis; head, neck, and back injuries; fractures; poisoning; burns and scalds; electric shock; bleeding and shock; sickle cell crisis; diabetes; foreign bodies in eyes, ears, and nose; and extreme cold or heat.
PFA certificates typically have a validity period of three years, with renewal required before expiry to maintain qualification. The Health and Safety Executive (HSE) strongly recommends an annual refresher during the three-year certificate period.

Irish Regulatory Landscape: Tusla and PHECC Standards
In the Republic of Ireland, childcare settings are governed by Tusla – the Child and Family Agency – and the Child Care Act 1991 (Early Years Services) Regulations 2016. Regulation 25 specifically mandates that a registered provider must ensure a person trained in first aid for children is immediately available at all times to children attending the pre-school service.
To meet this requirement, the First Aid Responder (FAR) qualification, developed by the Pre-Hospital Emergency Care Council (PHECC), is recognised as the appropriate standard for first aid for children. The FAR qualification is more comprehensive than basic first aid and includes specific paediatric elements. FAR certificates are valid for two years, and refresher courses are required to maintain qualification.
While a standalone Paediatric First Aid course may not be a nationally recognised qualification by PHECC for workplace first aid requirements as outlined by the Health & Safety Authority (HSA), many providers integrate paediatric first aid content into PHECC-certified programmes like Cardiac First Response (CFR) to meet Tusla's requirements.
